Born in Virginia and raised in West Virginia, Dr. Banks attended West Virginia University, where he obtained his Doctorate of Dental Surgery (DDS) and completed his undergraduate studies in three years.

While a student at the West Virginia University School of Dentistry, he was involved in many philanthropic organizations.
